When dealing with open systems and in scenarios where agents represent different self-interested entities, there is a need to establish a set of norms that regulate the agents’ behaviour and that ensure the necessary trust enabling the establishment of commitments among agents.Such trusted environments are crucial to allow the real-world application of MAS technology. An increasingly important application domain is business-to-business (B2B) electronic commerce, including, besides simple sell and purchase transactions, the formation of consortiums amongst different enterprises, creating Virtual Organizations (VO). The concept of Electronic Institution (EI), whose development and employment comprises our main goal, intends to address the need for trust when automating business relationships, providing a normative environment and rendering services that facilitate the automatic creation and operation of contractual relationships.
