The 1149.4 architecture may alternatively be represented as shown in figure 1, which emphasises the test registers present.

Figure 1 shows that the register structure of 1149.4 is entirely digital and essentially identical to the one defined by 1149.1. The BS register comprises the control registers of the TBIC and the ABMs, which are used to define their respective operating modes.
